Free Breast Exams in Florida- Now whats wrong with that?

"A 76-year-old man claiming to be a doctor went door-to-door in a Florida neighborhood offering women free breast exams, and was charged with sexually assaulting two women who accepted the offer, police said on Thursday."
Now i must say, what in Gods name is wrong with offering free Breast Exams? I think its great!
Frankly speaking, i would offer some free Breast Exams here and there too, if i would find the time that is…
In the event of continously rising costs for our health care I think we should seriously consider to invite this guy to Germany and train other interested people.
Could someone please inform Ulla Schmidt about this?!
